Why to Choose Civil Services as a Career?

Civil Services work as the backbone of the administrative machinery of the Rajasthan. Rajasthan Administrative Service (RAS), Rajasthan Police Service (RPS), and Rajasthan Accounts Service (RAcS) are three of the most preferable services under this and other Rajasthan Sub-ordinate Services. RAS is most sought after among these services as RAS officers get the opportunity to serve on higher strategic positions in the State Government.

About the Examination Process

In order to get selected into these coveted services, candidates have to appear in the RAS/RTS EXAM conducted by the Rajasthan Public Service Commission (RPSC) and should pass a three-phase selection process. The three phases are the RAS Preliminary Exam (Prelims), RAS Main Examination (Mains) and The Personality Test (Interview).

How to Apply
  • Candidates are required to apply Online using the official website of RPSC that is rpsc.rajasthan.gov.insso.com
  • Candidates need to complete the Online Application Form containing stages viz. Part-I (Data) and Part-II (Photo & sign) as per the instructions available in the above-mentioned website.
  • Before start filling up Online Application form, a candidate must have his/her photograph and signature duly scanned in the jpg format in such a manner that each file should not exceed 100 KB and must not be less than 20 KB in size for the photograph and 10 KB for the signature.
  • Applicants should avoid submitting multiple applications. In case of multiple applications, the applications with higher Registration ID will be considered by the Commission.
  • The applicants must ensure that while filling their Application Form, they are providing their valid and active E-Mail IDs as the Commission may use electronic mode of communication while contacting them at different stages of examination process.
Plan of Examination
The RAS/RTS Examination consist of two successive stages:
  • Preliminary Examination (Objective type) for the selection of candidates for the Main Examination; and
  • Main Examination (Written and Interview) for the selection of candidates for the various Services and posts.
First Stage Details
  • The Preliminary Examination comprises of one paper of 200 marks i.e. General Knowledge & General Science.
  • Objective type (Multiple Choice Questions) is asked in this stage. Marks obtained in this stage are counted only to decide merit in preliminary examination, not for final selection. Clearing the Prelims makes one eligible for the next stage of the exam.
Second Stage Details
  • Main Examination is the ‘written stage’ of the examination. It consists of four papers of which, marks of four papers are counted in deciding the final merit list. The question papers for the Mains examination are of descriptive type.
  • The RAS Personality Test consists of a board of members for assessing the candidate’s personality. A candidate is asked questions on matters of general interest. The object of the interview is to assess the personal suitability of the candidate for a career in public service by a Board of competent and unbiased observers. The test is intended to judge the mental calibre of a candidate.

*Final rank of a candidate in merit list is depends upon the marks scored in second stage only i.e. written and Interview.

Eligibility Criteria

Following corrective decisions were taken by the Commission (RPSC) in connection with the conduct of direct recruitment/examinations:-

  1. The candidate should apply online only if he/she has the desired educational qualification (educational qualification, experience and age etc.). However, the Commission will provide the candidate with the option to withdraw the online application form till the date of amendment allowed by the Commission.
  2. Applying on the basis of false and wrong information and not withdrawing the application even if the candidate does not have the qualification is a punishable offence under Section 182 of the Indian Penal Code (IPC). If such a candidate is disqualified during counselling/eligibility test/interview lateron, he/she will be debarred from recruitment examinations for the next one year (candidates will not be able to appear in any RPSC exam).
  3. If the candidate enters educational qualification and experience in addition to the general entries in the online application form, an OTP will be sent to the registered mobile number of the candidate for confirmation of the same, on confirmation of which the candidate will be able to enter the remaining entries of the online application. After filling all the entries of the online application form, an OTP will be sent again to the registered mobile number of the candidate for confirmation of the same, on confirmation of which the Application No will be generated. The application form will be considered received when the Application No is generated. After applying online, the application number will be received compulsorily and if the application number is not mentioned or received, it means that the application form has not been submitted and the preview of the application form will not be considered as submitted.
  4. The option for online edit will be opened for 07 days 60 days before the first declared date of examination by the Commission, under which other changes can be made in addition to the candidate's photo, name, father's name, date of birth and gender. 5. If any candidate has been debarred by RPSC/UPSC/other recruitment agencies from future examinations/interviews etc. for use of unfair means or improper/indecent behaviour in any recruitment/examination, he/she will be disqualified from appearing in any examination/interview conducted by the Commission for a period determined by RPSC/UPSC/other recruitment agencies.
  5. If any candidate has been debarred by RPSC/UPSC/other recruitment agencies from future examinations/interviews etc. for use of unfair means or improper/indecent behaviour in any recruitment/examination, he/she will be disqualified from appearing in any examination/interview conducted by the Commission for a period determined by RPSC/UPSC/other recruitment agencies.
  6. Female candidates belonging to the category of divorced/abandoned/divorced will be given the benefit of reservation only on presenting the decree of the court passed by the competent court (as per the decision passed in DBSA N. 72/2022) by the last date of online application.
  7. After the objection raised by the candidate on the answer keys issued by the Commission, if the objection is found to be correct, the objection fee will be refunded to the candidate.
  8. Detailed application forms are not submitted to the Commission by the candidates after the results of counseling programs / screening examinations as per the considered list issued for various competitive examinations. Candidates who do not submit detailed application forms within the said period will be given one more opportunity by issuing a personal notice on the next day / immediately after the expiry of this period. SMS will be sent to the registered mobile number of the candidate on the date of issue of notice and brief information in this regard will be published through two leading newspapers.The information regarding giving the opportunity will be displayed in detail on the Commission's website along with the list of such candidates and if they do not appear even after this opportunity, further action will be taken as per rules.
  9. If the detailed application form is not submitted within the said time, then it will be considered as non-interest for selection/waiving of rights and the candidature of the candidate will not be considered and the result will not be considered for which the candidate will be solely responsible.
  10. The candidate should pay the detailed application form fee online through the link available on the Commission's website and submit a copy of the receipt along with the detailed application form.

  • For the RAS and the RPS, a candidate must be a citizen of India. For other services, a candidate must be either a citizen of India or a citizen of some other country (eligible after meeting with some special conditions).
  • A candidate must have attained the age of 21 years and must not have attained the age of 40 years. (अराजपत्रित कर्मचारी –– 45 वर्ष का नहीं हुआ हो)
  • The upper age-limit is relaxed able,
  1. Male Candidates belonging to the Scheduled Castes, Scheduled Tribes, Backward Classes, More Backward                Classes, and Economically Weaker Sections of Rajasthan State maximum of 5 years
  2. Woman Candidates belonging to the scheduled Castes, Scheduled Tribes, Backward Classes, More Backward Classes, and Economically Weaker Sections of Rajasthan State 10 years candidates.
  3. Woman Candidates belonging to General Category 5-year relaxation.
  4. Widows and Divorcee women, Explanation: - In the case of a widow, she will have to furnish a certificate of death of her husband from the competent Authority and in case of divorcee, she will have to furnish the proof of divorce, not maximum age limit.
  5. The upper age limit mentioned above shall not apply in the case of an ex-prisoner who had served under Government on a substantive basis on any post before conviction and was eligible for appointment under the rules.
  6. The upper age limit mentioned above shall be relaxed by a period equal to the term of imprisonment served in the case of an ex-prisoner who was not over age before his conviction and was eligible for appointment under the rules.
  7. The upper age limit mentioned above shall be relaxed by a period equal to the service rendered in the N.C.C., in the case of Cadet Instructor and if the resultant age does not exceed the prescribed maximum age limit by more than three years, they shall be deemed to be within the prescribed age limit.
  8. The upper age limit for the reservist, namely the defence personnel transferred to the reserve and the ex-service personnel shall be 50 years.
  9. The Released Emergency Commissioned officers and short service commissioned officers after release from the Army shall be deemed to be within the age limit when they appear before the commission had been eligible as such at the time of their joining the commission in the Army.
  10. The upper age limit for persons serving in connection with the affairs of the state in substantive capacity shall be 45 years.
  11. The upper age limit for persons serving in connection with affairs of Panchayat Samities and zila Parishads in substantive capacity shall be 45 years.
  12. The upper age limit for persons serving in state public sector undertakings/corporations in substantive capacity shall be 40 years.
  13. According to the Rajasthan Civil Services (Absorption of Ex-servicemen) Rules 1988, relaxation in upper age limit shall be 10 years for state services and 15 years for subordinate services to ex-servicemen, Provided the permissible age after relaxation under this rule work out to be more than 50 years then upper age limit of 50 years shall be applicable.
  14. According to the Rajasthan Rights of Persons with Disabilities Rules 2018, the upper age limit mentioned above shall be relaxed by 05 years for persons with benchmarks disabilities.
  • A candidate must hold a universities degree, or possess an equivalent qualification for appearing in Civil Services Examination. Candidates who have appeared in the final year of degree examination and also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination. But such candidates must produce proof of passing the requisite examination before appearing in RAS Main Examination.

(1) Scheme of examination: The Combined Competitive Examination will be held in two successive stages-

  • Preliminary Examination, and
  • Main Examination

Note: - For the Purpose of this clause “reserved category” means any such category for which reservation, either horizontal or vertical is applicable.

(2) The candidate appearing in the main examination shall be required to obtain minimum 10% marks in each paper and 15% marks in aggregate out of total marks of all papers in the main examination to qualify for appearing in personality and viva voce examination.

Provided: - (1) That relaxation of 5% in such minimum marks shall be given to the candidates belonging to scheduled Caste/Scheduled Tribes Categories.

(2) राजस्थान सिविल सेवा (भूतपूर्व सैनिक का आमेलन) नियम, 1988 तथा राजस्थान दिव्यांगजन अधिकार नियम, 2018 मे विहित प्रावधानानुसार भूतपूर्व सैनिकों एवं विशेष योग्यजन को न्यूनतम उत्तीर्णयकों छूट / रियायत दी जायेगी |

Personality and Viva- Voce Examination : -

  • Candidates who obtain such minimum qualifying marks in the written test of the Main Examination, as may be fixed by the Commission in their discretion subject to clause (aa) under sub -head (ii) Main Examination of head (1) Scheme of examination, shall be summoned by them for personality and viva voce examination which carries 100 marks.
  • The Commission shall award marks to each candidate interviewed by them. In interviewing the candidates besides awarding marks in respect of character, personality, address, physique, marks shall also be awarded for the candidate’s knowledge or Rajasthani culture. However, for selection to the Rajasthan Police Service, candidate having ‘C’ Certificate of N.C.C. shall be given preference. The marks so awarded shall be added to the marks obtained in the written test by each such candidate.

General Instructions:
  • All papers shall be answered either in Hindi or in English, but no candidate shall be permitted to answer any one paper partly in Hindi and Partly in English unless specifically allowed to do so.
  • If a candidate’s handwriting in not easily legible, a deduction will be made on this account from the total marks otherwise accruing to him.
  • Credit will be given for orderly, effective, and exact expression combined with due economy of words in all subjects of examination.

Syllabus and scope of the papers: - The syllabus and scope of each paper for the examination will be as prescribed by the commission from time to time and will be intimated to the candidates within the candidates within the stipulated time in the manner as the Commission deems fit.
